hi everybody, there is a lot going on right now. new missile attacks in key cities around ukraine, this is new video from kharkiv which suffered another day of bombardment, officials there saying at least five people were killed and starting an investigation to hold russian troops legally responsible. and we also have new video from the city of mariupol where a small band of ukrainian fighters are holed up in a steel factory refusing a russian demand to surrender despite the tanks that surround them. then, disturbing new information from a world leader who has

actually met face-to-face with russian president vladimir putin and says the russian dictator thinks that he's winning, also following a deadly weekend here at home and a terrifying scene in pittsburgh. two dead, nine others wounded at a air bnb property, and a gunman arrested in south carolina at a maul, all that and new questions of dealing with a deadly shooting in michigan and the officer involved and this hour, the new popular covid health hoax on the right. snake blood. that's coming up. we want to begin with russia's war in ukraine, a war, according to austria's chancellor putin thinks he's actually winning, on an interview with meet the

press, carl nehoner who met the president in moscow believes the two month war is, quote, necessary despite the losses of his army, including the sinking of the flagship army and death of a russian general on ukrainian soil, good to talk to you. this interhave you with nayhamer, it was fascinating, the meeting with vladimir putin last week, also before he met with the russian president he visited bucha as well and went to ukraine. talk to me about what else we're learning when it comes to the conversation with nayhamer nayhamer. >> reporter: hi, yasmim, well according to nayhamer, there were no hand shakes, no photo ops so that really sets the scene for you between the two of them and nayhamer made a very important point of going to

bucha which can only be described as a mass crime scene to describe with his own eyes what happened there before he met the russian leader and when he met the russian leader he said to him there are war crimes that have been committed there and putin said he would cooperate with an investigation, with their international community but also added that he doesn't trust the west so there isn't much hope of any real cooperation coming out of that and also yasmin, you have to bear in mind, the atrocities committed in bucha, we've seen a lot of the radio communications intercepted by low-level russian soldiers. they were being told by their commanders to kill everybody on the ground and those orders come from very high up so whatever cooperation vladimir putin is talking about feels very insincere to anybody here in ukraine, let's take a listen to what nayhamer had to say to "meet the press" earlier. >> i think he is now in his own

war logic. he thinks the war is necessary for security guarantees for the russian federation. he doesn't trust the international community. he blames ukrainians for genocides in the donbas region so he's in his own world in ukraine, i believe, he believes he's winning the war. >> reporter: yasmin you have to bear in the mind the russians made very little distinction between the ukrainian population and military targets, and that has been better of the strategy to terrorize the civilians in the country in order to make them capitulate but they haven't. >> i also think what's fascinating about that interview, ali, and that the

chancellor also went to bucha is moscow continues to deny responsibility for what happened in bucha, deny the numbers of that have died in bucha and the atrocities. took that view, and vladimir putin still with this rhetoric from the russian president. talk to me also about these attacks hearing overnight happening in kharkiv. >> reporter: that's right the russians pounding kharkiv about three or four days now relentlessly and remember kharkiv is only 30 miles from the russian border and we just heard today from ukrainian officials that three villages surrounding kharkiv that were in russian hands pretty much from the beginning of this war are now back in ukrainian hands and that's probably one of the reasons, one of the many reasons they continue to shell that city relentlessly there.

seen some terrible pictures coming out of there, were medics trying to help a young woman on the side of the stret and the shelling kept continuing. they hit the rooftops of buildings, scattering debris all over the place and, you know, these are civilians that are getting the brunt of this war there. the ukrainian general prosecutor saying they are going to open an investigation into that city for war crimes committed by the russians and that's nothing new. anywhere the ukrainians get access to, they suddenly open up a war crimes investigation to document what's been happening. all right, ali, thank you, i'll talk to you again at the top of the next hour. for now, thank you. meanwhile, ukrainian president volodomyr zelenskyy making personal overture to president biden to visit his country. following that up for us from washington dc, gary, walk us through it, of course. president zelenskyy sat down

with jack tapper on cnn to discuss the ukrainian, we know boris johnson visited zelenskyy last weekend i believe it was inside ukraine and now making similar overture to president biden. >> reporter: yeah on that interview with cnn earlier today, ukrainian president volodomyr zelenskyy discussed a number of things, including that russia is committing genocide in ukraine, does not plan to give any land whatsoever to president putin and does want president biden to visit ukraine, to see the atrocities he says russia is committing inside his country. here is what the president of ukraine had to say. >> do you want president biden to come here? >> yes. >> any plans for him to come? >> i think he will. >> you think he will? >> i think he will. and i think -- but it's -- i mean, it's his decision, of course. and the safety situation depends, i mean, there, but i

think as leader of the united states he should come here to see. >> reporter: now while the white house has not commented on this specific interview, they've been very clear over the past week, white house press secretary jen psaki saying there are no plans in the works for president biden to visit ukraine, of course that would bring up a number of security and logistical challenges to bring an american president in and out of a conflict zone but as you mentioned other foreign leaders have done this safely, uk foreign minister boris johnson travelled from poland to kyiv by train the past week to visit with the ukrainian president but i'll remind you, yasmin, the united states secret service wouldn't even let joe biden travel from wilmington to washington due to amtrak security concerns. >> we'll have to wait for that to develop, next half hour, members mariupol city counsel

tree of life shooting, synagog massacre, we know about 200 people, majority of them juveniles were at a large house party at air bnb rental, police say some altercation broke out and shots were fired, police saying more than 90 rounds of gunfire fired and comparing the shell casing on the ground, they come from multiple weapons, two over the age of 18 killed, as you saw from many jumped from windows, the remainder of glass still on the scene this morning, very harrowing day here in pittsburgh. >> do we know who the shooters are, the motivation of the shooting, were they targeting one another, multiple people armed? how many shooters were there? >> we asked a lot of those questions today. police insist it's an on going

investigation. they are asking the public for any information they have. they figure there's got to be a lot of video, a lot of photographs from inside that heavily attended shoulder to shoulder party, what police have been able to say is again, no arrests made, believe there are multiple shooters, believe more than one weapon involved. did not say they have any suspects, doesn't mean they don't have one in mind, just means they haven't released one to the public yet but say it's all hands-on deck and urging the public to assist them in this matter at this point. >> hey julian, tell me, what type of neighborhood is this and when you say juveniles were attending this party, are you basically saying this was a high school party happening at this air bnb rental? >> we're actually not sure about that because it just really depends on who was renting out the air bnb which we don't know much about that right now, air bnb says they've banned the renter for life, i don't think they allow anyone under the age of 19 to book air dbnb but

not only raising taxes on low income people but ending all federal programs including social security, medicare, medicaid, and the affordable care act. and in documents obtained exclusively from nbc news, message testing from a democratic research firm shows this could actually help the party, the dnc taking advantage, launching a national ad campaign attacking scotts plan and candidates across the country doing the same. here is florida senator candidate demmings. >> risk scott who now leaves the group responsible getting republicans elected to the senate has unveiled a plan to, quote, rescue america, that raises tax on more than half of americans. includes low income families, veterans and many retiries. scott's plan would end social security as we know it. where does marco rubio stand. >> i think it's good, that

people offer ideas. >> and democrats continuing this kind of campaigning with ads set to air in key states tomorrow on tax day as well, joining me now, mark, it's great to have you. let's talk through this, right because now the writing on the wall says democrats are potentially in trouble when it comes to midterm elections but it seems as if with this grand plan rick scott's got, they have opening here. i want to show you the polling numbers we have here, from bluestone research, you have voters on candidates backing scott's plan, 60% less likely, 22% no difference, 18% more likely and this is fascinating as well, amongst trump voters, less likely to support gop candidates who favor cutting federal programs, 46%, which is pretty astounding to say the least. is this an opening for democrat to see seize on? >> it is, and they are, the question is will it be enough? we'll have to see where the

electorate is at, as you said, democrats face pretty significant headwinds, the matter of inflation taking great presence in voters minds and drowning out the message of the record job growth that's taken place under the democratic administration. this plan by scott is a good example of why the senate republican leader mitch mcconnell had said look, let's not offer any plans. we're going to win this midterm, mcconnell was saying and all we have to do is just make this a referendum on joe biden and the referendum on the economy and we're going to win and scott didn't quite like that idea and came out with this very conservative plan, tucked in there, the devil's in the details and a little opportunity for democrats to make mischief because the reality is as scott said not against medicare, medicaid or social security if congress wants to keep the programs may reauthorize under his plan every five years, the reality s not going to to be renewing any or the control act

when republicans had control of congress didn't do that either but this is politics we're talking about and raising taxes on maybe 47%, income taxes on 47% of the electorate or the population you'll face some blowback. >> yeah. i will say, you bring up a really good point, because all this while it's a wild extreme plan proposed by rick scott, i feel a lot of people would probably be listening to some of these, the democratic messaging about this plan and think that's not going to happen anyway, so i kind of wonder how much mileage it's actually going to get. as democrats double down on it. >> you know, good question. we'll have to see, but in the end, politics in part is just about a narrative, outside of the fact that is people feel on the ground, it's what candidates talk about and this gives democrats something to talk about that puts them on offense. you'd rather be on offense than defense and this gives the democrats the opportunity to do that. and obviously, they're seizing, they've been running digital ads for quite some time, planning, as you mentioned, an ad by, and

i don't really see this endling anytime soon because as you saw in the news clip of senator rubio when asked about the plan he was like yeah, that's great when people offer plans, not only commenting on specifics, you know, a lot of senators when asked about these specifics democrats are focusing and honing in on they don't like it either and those are scott's fellow republicans in congress. >> mark, you know, you mention obviously the raising taxes especially on lower income americans, i'm wondering if democrats should be seizing more on that. i know they already are, but if that's legitimately a part of the republican plan, right, this extreme plan that rick scott has there, isn't that what they should really be riding? i mean that is who they should be protecting? >> it's tough for me to say that. i do wonder the degree of which that message is salient to get enough voters out, in the end, a lot of poorer voters are more -- better said, democrats typically message more often to poorer

voter when's it comes to social service programs and, you know, various protections so this has kind of been keeping with where democrats are, whether or not this will help them supersize the electorate i'm not sure, we don't really know what the electorate is going to look like. we do know when people are asked question on the top issue it's not rick scott is going to raise my taxes it's, you know, gas is 4 1/2 dollars or $5 a gallon and that's where their bigger problem lies but this gives opportunity to talk about a greater number of issues republicans really don't want to talk about. >> right, but i can say this and then we got to go which is if you're saying the economy is number one issue which obviously it is, any voter out there says it's the economy, gas prices, inflation and so on and so forth, democrats could easily be coming that with and, by the way, republicans want to raise taxes on lower income americans. it's kind of like this full circle moment, you know, and democrats have subsequently been

criticized for their messaging on this leading up to the midterm elections one of the reasons they're falling behind is because their lack of messaging. >> yeah, it's a tough environment for them. one of the interesting things is and one of the lessons from trump is trump didn't talk like a paul ryan conservative or, in this case, a rick scott conservative when he campaigned. and when he governed or was president, even cutting medicare, social security and medicaid, there are a reason for that, these are popular programs people rely on them, you start talking cutting them and with increased taxes, this is problematic and democrats want to hold rick scott's feet to the fire over it and that's what they're doing. >> even the affordable care act we saw in the trump administration as well, become a popular program here in this country, people relying on it for healthcare, mark raputo, thank you. up next everybody, last stand in mariupol, refusing

on this easter sunday, the besieged port city of mariupol is refusing to surrender to putin's forces despite promises from a russian general that anyone who continues to fight will be, quote, destroyed. nbc's ralph sanchez on the ground in ukraine with this. >> reporter: this morning, the defenderser mariupol making what they be their last stand, ukrainian troops out-numbered, out gunned and holed up in the remaining of one of the largest steel plants, russia requiring they surrender a deadline that came and went, the mayor of the devastated city saying this week, 10,000 civilians killed already and warning the final toll may be twice that. across the east of ukraine,

>> it's terrible to look what russian occupants make from mariupol, it was a prosperous city before two months of now and now this is totally rubble and most of the people who can get out of the city and people who stay here have a terrible situation with humanitarian catastrophe, they don't have electricity, don't have water, don't have supply, or medicine and another terrible situation is in near one hour, get information from the hour from bordansk, from the polish, they show the video and we know it's before they make it public, that there are not only military and policeman staying in asavstod.

asavstar with five bombs. so it's a terrible situation. >> maxin, is there a plan in place now to get the people left behind in mariupol? i imagine these are people infirmed, elderly, unwell, people that have been unable to get out up until now, is there a plan to get them food and water as they remain in that city or to get them to safety? >> ukrainian government and local city council try many times with the red cross, with any other humanitarian convoy, or organization to get in the city and to help the people but russians don't let anyone except them to get humanitarian aid to the mariupol. all the aid, they took to mariupol, it's drop in the ocean, it's not enough, and they only let people go out from

mariupol on to the occupied territory only to the russian side. and from two or three days from now, they make all the people to get some passes in the city to move in the city. so they used to totally, i can't say, totally military style to make the peaceful citizens, to get some, it's not enough. >> do you think eventually, the ukrainian forces will have to surrender to the russian forces or will your forces, the military, get control of the city? >> i think our forces try to hold down because they understand if they surrender the russians kill some of them and make, some others, we don't know

what they do these children who are, whose parents are combatants, the stances they can use significantly in that, take these, to the russians, it's a terrible situation, so ukrainian by -- we need help from all world today. of, i don't know, maybe if some of red cross helicopter help or something else, but we can't trust the russians. they lie totally and if they, were these people surrender, they can die. and if they don't surrender, the russians heavy bombed them so it's a totally dreadful situation and i don't know how to find the key to this situation. >> maksym, we thank you so much for talking to us and please,

protesters in grand rapiders michigan putting the pressure on police this weekend calling for justice in the shooting of a black man earlier this month, hundreds took to the streets in demonstrations after police released video showing a grand rapids officer fatally shooting patrick loyoya following a traffic stop on april fourth, loyoya and an officer, name still withheld, appears to shoot

patrick, a congolese refugee in the head, spokesperson spoke to my colleague al sharpton yesterday on what the family wants to see done. >> way want to know and see the face of the individual who executed their son. this police officer escalated a simple misdemeanor traffic stop for tag registration into a deadly execution. >> that officer is on leave and under investigation though not charged with anything at this point, joining me now, melissa, nyu former law clerk for then judge, and msnbc analyst, melissa, as always great to have you. let's start first with this simple request of releasing the identity of this police officer. he's been on the force for seven years. he's now been put on leave,

although he is still getting paid and under investigation. why do you suspect the police are refusing to release his identity? >> well a couple of things maybe we're hearing jasmine, one, seems to be some disagreement between the states attorney which would prosecute a case like this and the police department on releasing all kinds of evidence here including the video footage of this particular incident so that may be contributing to this disagreement between two of the relevant parties but more likely than not, it's unlikely you're going to have the release of the officer's name before charges have actually been filed, in part because of the highly charged nature of this particular episode, and the environment in grand rapids now which seems to be relatively volatile in terms of protest activity and the fear, i think, that there may actually be extra judicial measures taken if the officers name is released and individuals in the community know who that person is. so i'm not surprised that the

name hasn't been released at this point, but i think it's likely that that will be clarified over the next few days, and i think it's very likely charges will be filed. >> so also two things here, what about the investigation into the unlawful use of force and then the officers decision to pursue on foot, to chase patrick down and then subsequently shoot him in the head? i know there are certain restrictions put in place by the chicago pd now that lay out when it is you should actually pursuing someone, right, and it seems as if in this instance, this was an instance, this was a minor infraction so the fact this officer even pursued patrick in the first place could come into question. >> you know, that's exactly right. to be clear, the chicago policies are relatively recent one, one that came about because of a lot of reflection and self examination because of the state of police violence episodes that have happened over the last couple of years. there's been a lot of reporting about the fact that these

our day. you about it is really catching on. >> i can't believe people actually believe this stuff. i mean, there have been a heck of a lot of conspiracies about the vaccine and what, you know, the government has been doing. and i wonder, are people actually taking this in? are they actually believing it? >> yes. i mean, you know, it's been years now, i think, that we've been saying how are people really believing this stuff? and this is the latest example of it. certainly, you know, the -- as we can tell, it was trending on twitter with tens of thousands of mentions. there's now people are kind of selling products based off of it. one of the qanon promoters who was promoting this idea that the va water is tainted with snake venom-s going to give you some kind of satanic dna. well, a couple days later coincidentally he's selling water poouar purifiers. so there's this whole racket that's kind of transparent what they're doing here. >> i wonder if these guys that

are actually promoting these conspiracy theories and then subsequently making money off them don't even believe what they're putting out there. >> right. i mean, that's kind of the big mystery with all these folks, is to what extent to these hucksters believe in it and to what extent are they out for a quick buck. i think it varies with different people. but it is interesting i think that these kind of -- these conspiracy theories about the vaccines have persisted and he this sort of keep changing shape, whether -- they just keep changing form. so now they're really sort of digging at the bottom of the barrel here. and you know, the other thing i would stress is people say where are they getting this idea that it's coming from the snake dna? well, it's not very impressive. basically, they sort of looked at it and said well, coronavirus, well, the origins of the virus, of the word "virus" is related to venom and corona, like a crown. the pope wears a crown sort of. so maybe this is a catholic church plot -- >> show, my god.
